We're looking for an experienced Programme Manager to lead the delivery of the Ofgem Redress Scheme, one of Energy Saving Trust's flagship grant programmes supporting projects that benefit vulnerable energy consumers across Great Britain.

You'll provide strategic leadership for a high profile, complex programme, overseeing the full grants lifecycle, programme governance, financial management and operational delivery. Leading a multidisciplinary team, you'll work closely with Ofgem, delivery partners and internal specialists to ensure the programme delivers exceptional outcomes while continually improving the experience for applicants and grant recipients.

Managing funding of between £50 million and £100 million each year, you'll play a pivotal role in ensuring public funds deliver maximum impact, value for money and measurable benefits for communities. This is an opportunity to shape programme strategy, drive innovation and strengthen Energy Saving Trust's reputation as a trusted delivery partner in the energy sector.

If you're an experienced programme leader with a passion for delivering complex public sector or grant funded programmes, we'd love to hear from you.

    The team

You'll join our Renewables, Transport and Decarbonisation team, where collaboration, innovation and continuous improvement are central to everything we do. We work with governments, regulators and partners to deliver programmes that help people reduce energy costs, tackle fuel poverty and support the transition to net zero.

You'll lead an experienced, multidisciplinary team, empowering colleagues to deliver high quality services while fostering an inclusive, supportive and high performing culture.

    What you will do
    • Lead the strategic direction and day to day delivery of the Ofgem Redress Scheme, ensuring excellent programme performance, governance and value for money.
    • Build and maintain strong relationships with Ofgem, delivery partners, contractors and wider stakeholders, acting as the programme's senior representative.
    • Lead, develop and inspire a multidisciplinary team, creating a high performance culture focused on collaboration, accountability and continuous improvement.
    • Oversee programme finances, grant funding, risk management, reporting and operational delivery to ensure contractual and organisational objectives are achieved.
    • Drive service improvements, digital innovation and operational excellence to maximise programme impact and enhance the experience of applicants and grant recipients.
    What you will bring
    • Significant experience leading large, complex programmes, ideally within the public sector, grant funding or regulated environments.
    • Proven leadership skills, with experience managing and developing high performing multidisciplinary teams.
    • Strong programme and project management expertise, including governance, strategic planning, financial oversight and risk management.
    • Excellent stakeholder management skills, with experience building trusted relationships with senior clients, regulators and external partners.
    • The ability to make sound decisions in complex environments, identify opportunities for continuous improvement and deliver measurable outcomes.
    We'll support you with:
    • Generous holiday (25 days + bank holidays + extra Christmas leave)
    • True flexibility in how and where you work
    • Strong pension & life assurance
    • Enhanced family leave
    • Green travel perks (EV scheme, cycle to work)
    • Professional development support
    • Yearly wellbeing allowance

These are just some of the benefits we offer.
