  • Job Title:Health Safety and Environmental (HSE) Manager
    Function:Quality, Environmental Safety and Health (QUENSH)
    Reporting to: QUENSH Departmental Manager
    Scope:Clarke Energy Ltd
    Location:Knowsley with UK and occasional overseas travel required.
    Job Purpose:To ensure that the Clarke Energy meets all Health, Safety and Environmental legal regulatory and clients' requirements.
    Majority of time spent:Ensuring that Clarke Energy's Health, Safety and Environmental systems are fully maintained.

    Responsibilities:

    • Maintain and develop the ISO 14001, 9001 & 45001 systems, and accreditation.
    • Ensure the QUENSH team are kept fully aware of Health, Safety and Environmental gaps identified through the audit process.
    • Act as the HSE representative when being audited by clients, certifying bodies and authorities.
    • Manage the Group's accident and environmental reporting and investigation process.
    • Undertake internal and external CEL QUENSH audits and other site activities in accordance with schedule and requirements. Lead and assist with QUENSH site audits and site activities as required.
    • Ensure that the company's knowledge of Environmental, Health and Safety legislation and requirements is fully up to date by attending meetings and seminars organised by IOSH, communicating findings as appropriate.
    • Work with HR in Identifying and selecting HSE training courses to all staff.
    • Create Toolbox Talks, update Noticeboards & Safety Bulletins as required.
    • Create Monthly QUENSH Board Reports for Senior Directors.
    • Organise and participate in QSHE induction for all new CEL employees when required.
    • Organise and participate in completing CEL supplier approvals and client's pre-qualification questionnaires. Assist with CEL supplier approvals and client's pre-qualification questionnaires when required.
    • Participate CEL hand-over from Sales to Projects and lessons learned meetings
    • Responsible for Lifting gear equipment control and certificates.
    • Ability to create and update COSSH, Policies & Risk Assessments.
    • Specify and administrate CEL PPE.
    • Participate in and lead ad-hoc work in support of the smooth running of the organisation.
    • Lead and Assist First Aid, Fire Marshall & Health, Safety and Environmental Committee Meetings.

    Technical/Professional Knowledge and Skills:

    • Excellent Health, Safety and Environmental legislation and requirement knowledge.
    • Good Quality management and requirement knowledge.
    • Good Process auditing skills.
    • Good Project Management understanding.
    • Good IT Skills (Outlook, Excel, Word, Power Point, Access etc.)
    • Very good verbal and written skills.
    • Good Problem-Solving Skills.

    Recruitment and succession requirements:

    Essential:

    • Minimum of 5 years in a similar role.
    • Environmental experience (ISO 14001)
    • Health and Safety experience (ISO 45001)
    • Chartered IOSH Membership.
    • Minimum Degree qualified.
    • Diploma qualification in occupational health and safety.
    • Very good English verbal and writing skills.
    • Good IT Skills (Outlook, Excel, Word, Power Point, Teams etc.)
    • Clean UK driving licence, cat B.

    Desirable:

    • CDM Experience
    • Lead Auditor Experience (ISO 9001, 14001 & 45001)
    • Good understanding of engineering practice.
    • Quality experience (ISO 9001)
