The following are job-related qualifications that are required for employment consideration for this position:
Driver's license.
Experience supervising staff to include assigning and reviewing work, completing performance appraisals, and making disciplinary recommendations.
Experience calculating inventory, labor, and material costs.
Customer service experience (e.g., providing information to the public and explaining policies/procedures).
Experience enforcing sanitation codes and/or ordinances (e.g., litter pickup, animals, weed abatement, inoperable vehicles).
PREFERRED QUALIFICATIONS:
The following are job-related qualifications deemed desirable by the City of Birmingham. These qualifications may be considered by Birmingham when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.
APOST certification.
Coursework related to Code Enforcement certification.
Coursework related to Environmental Management/Environmental Law.
Formal customer service training.
Experience forecasting department budgets.
Experience working with other departments to create and implement multi-agency programs (e.g., community cleanups, multi-jurisdictional task forces, animal control).
TYPICAL JOB DUTIES:
Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
Liaises with individuals (e.g., citizens, inspectors, supervisors, other departments, and/or department managers) by attending neighborhood meetings, public hearings, etc., in an effort to answer questions, explain or clarify information (e.g., laws, codes, ordinances) and enforce ordinances.
Enforces or interprets ordinances, codes, laws to include preparing for court, issuing written notices, citations, or warnings, and/or permits to ensure that properties and citizens are in compliance with local regulations.
Prepares department for and carries out inspection duties to include vehicle maintenance, responding to complaints, carrying out animal control activities, explaining policies and procedures, keeping abreast of industry developments, and scheduling inspections to ensure the department is prepared and able to effectively perform its responsibilities.
Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
Proposes necessary changes to existing codes/ordinances to ensure coordination, organization, and implementation of daily activities within the department.
Mediates problems between property owners and municipality by reviewing and explaining supporting evidence to help resolve disputes.
Coordinates with respective departments to fulfill efforts that are ordered during court proceedings by providing queries/documentation of properties requiring attention.
Responds to complaints or questions from property owners in order to provide any clarifications on violation issues.
